Yarmouth Police PACU officer arrests man allegedly using drugs in parking lot

YARMOUTH
– Yarmouth Police report that on Thursday at approximately 1:15 p.m., Proactive Anti-Crime Unit (PACU) Officer Christopher VanNess was traveling through the McDonald’s restaurant parking lot located at 1060 Route 28 in South Yarmouth.

PACU Officer VanNess observed a gray 2006 Volkswagen Jetta bearing MA plates backed into a parking spot on northeast corner. Officer VanNess recognized this vehicle as belonging to Shaun Stout and recognized Stout sitting in the driver’s seat. Stout is well-known to Cape Cod Law Enforcement and is actively involved in the use and distribution of heroin and cocaine.

Officer VanNess approached the vehicle and observed Stout using a syringe to extract the contents of metal spoon containing cotton and a liquid substance. Stout observed VanNess and threw the spoon on the passenger seat and put his hand on the gear shifter while trying to step on the brake pedal.  Stout was immediately removed from the vehicle and placed under arrest.

Stout stated that he “shoots cocaine” and that the syringe he was holding and the contents of the metal spoon are cocaine.

A pat frisk revealed a hard object in his front pocket revealed a small sack containing a metal chain and a pen. It also contained two knotted bags of a white powdery substance weighing 6.45 grams which tested positive as cocaine and 10.9 grams of a tan powdery substance which tested positive as Fentanyl. There was also a folded one dollar bill which contained a white chunk weighing .11 grams which also tested positive as Fentanyl.

He was transported to Yarmouth Police Department Headquarters for the booking process and subsequently transferred to the Barnstable District Court for arraignment.

Inside of Stout’s wallet were two Suboxone strips and a Skittles candy wrapper containing two knotted corner cut bags of white powder weighing .6 grams and .49 grams of cocaine; and one corner cut bag with .96 grams of heroin.
