BARNSTABLE – For a third year, Jessica Rapp-Grassetti will lead Barnstable Town Council as its president.

Rapp-Grassetti defeated Councilor Jennifer Cullum by a narrow 7-6 vote, remaining in the position for 2016.

Despite public comments insinuating an internal rift among the council, particularly surrounding the formation of a town manager search committee this past summer, Rapp-Grassetti says the town manager job description has not been updated for nearly 20 years and that a change is needed.

“One of my major goals upon assuming leadership has been to restore the governing responsibility of the town council,” Rapp Grassetti said.

Current town manager Tom Lynch will step down when his contract expires in June.

In a separate vote, the council elected Councilor Eric Steinhilber as vice president for the upcoming year.
