BOSTON (AP) — Attorney General Maura Healey is backing proposed federal regulations aimed at combatting “bias-motivated harassment” in the housing market.

Healey outlined her position in comments submitted this week to the U.S. Department of Housing and Urban Development.

The proposed regulations set out standards for harassment under the federal Fair Housing Act.

Healey said the proposal makes clear that landlords can be held directly liable for their failure to take actions to remedy the discriminatory behavior of others — including employees or other tenants.

Healey said tenants “should feel safe in their homes and live in a peaceful environment without being harassed because of who they are.”

She said housing discrimination remains a challenge that limits choice for tenants. She said her office is determined to make sure all tenants are treated fairly.
