Baker: Child Protection Agency Lacks Clear Mission

BOSTON (AP) — Gov. Charlie Baker is ordering several policy changes at the state’s embattled child welfare agency after a series of high-profile cases including that of Bella Bond, the toddler known to the world for months as Baby Doe after her remains washed up on the Boston Harbor shoreline.

Baker said Monday that the Department of Children and Families suffers from “mission confusion.”

The Republican said new steps will include reducing social worker caseloads and updating the way the agency evaluates and prioritizes reports of abuse and neglect.

Prosecutors allege Bella was murdered. The agency had twice been involved with Bella as an infant for reasons of neglect.

Baker was joined by the head of a union representing DCF workers, who said previous reform efforts had amounted only to quick fixes.
