Barnstable Beginning Process to Renovate Hyannis Armory

HYANNIS – Progress is beginning to be made by the town of Barnstable in the reuse of the National Guard Armory building in Hyannis.

Town Manager Mark Ells made a request last week to the Town Council for a $200,000 appropriation of General Reserve funds for evaluation, design, permitting and other costs associated with the renovation of the armory.

The request follows the recent passage of the State Senate Capitol Bond Bill which included $1.6 million for the renovation of the building.

“We need to move forward with this,” Ells said. “This potential money certainly is a catalyst.”

The Capital Bond Bill approved by the State Senate still must be reconciled with the House version and approved by Governor Charlie Baker.

Ells said the town’s next capital improvement plan will also include $600,000 to finish designs and hazardous material abatement, along with $1.8 million to complete the project.

“We’re looking at…a total of $2.6 million to get us to the point where we can either use it as a municipal facility or go out to an RFP,” Ells said.

A possible municipal use for the building would be a public meeting room, according to Ells.

A public hearing on the initial $200,000 appropriation will be held March 1.

The armory was the site of John F. Kennedy’s presidential acceptance speech in 1960.
