HYANNIS – Barnstable town officials have opened proposals for a potential long-term lease of the Cape Town Plaza property.
The 26-acre parcel, also known as the K-Mart Plaza, is owned by the Town of Barnstable and is under the control of the Barnstable Airport Commission.
On behalf of the commission, Chief Procurement Officer for the Town of Barnstable Johanna Boucher issued a Request for Development Proposals on April 26 in anticipation of the 2024 expiration date of the long-term lease. The property was leased and commercially developed in 1968.
“An Evaluation Committee has been appointed by the Barnstable Municipal Airport and the Town of Barnstable, and that committee will be evaluating those proposals individually and then as a group, and then will be doing interviews with the two firms,” Boucher said.
In accordance with Massachusetts law, proposals must be opened in public at the time and place specified in the solicitation.
The Procurement Office reviewed the proposals for compliance with to submittal requirements on October 15. The Town of Barnstable and Barnstable Municipal Airport Commission are now reviewing proposals fitting the requested criteria to reward the lease.
“We’ve asked the proposers to come in and to identify what could be the best use of that property, given the fact that they realizes its right next to an airport, they realize that it’s a unique property right within the town, that the town itself has a number of strategic plans for the planning of the town moving forward into the future,” explained Airport Manager Katie Servis.
“So, take all of that and balance all of that information and provide us with the best information that meets those goals.”
The airport’s goals for the property include maximizing its potential with a development that contributes economic vibrancy to the Route 132 corridor and meets the market demands for the town and region.
A goal has also been set for the property to encourage redevelopment that is compatible and complimentary with surrounding land uses.
“In a nutshell, what the town and airport are looking for is for commercial property where one of the two proposals that did come in can revitalize that area,” said Servis.
