Bourne Administrator Search Narrowed to 3 Finalists

BOURNE – Bourne selectmen may be facing a tough decision when it comes to selecting a new town administrator.

The board was presented with three finalists this week by the Town Administrator Search Screening Committee and consulting firm Community Paradigm Associates LLC.

The screening committee was appointed on August 27 to review 32 applicants.

Selectmen were seeking experienced, proactive municipal professionals with exceptional leadership, communication and organizational skills.

The board also preferred candidates with a bachelor’s degree, but preferably a master’s degree, in public administration, business management or related field with at least seven years of experience in an upper-level executive municipal position.

They were also seeking candidates with demonstrated skills and abilities in municipal finance, personal administration, economic and community development and communications.

“I’m pleased to report the committee met all of your requirements and we have brought to the board a list of excellent candidates,” said Stephen Mealy, the screening committee chairman.

The finalists are Charlton Town Administrator Robin Craver, former Ashland Town Manager Anthony Schiavi, and Robert Whritenour Jr., the Oak Bluffs Town Administrator.

Craver has served as the town administrator in Charlton for the last 13 years, and served with the town of Webster for two years prior to that. She has a Master’s of Public Administration from Bridgewater State College.

Schiavi severed with Ashland for three years and served as an officer in US Air Force. He was stationed at Otis Air National Guard Base from 1997 to 2013. He has a Master’s in Business Administration from City College.

Schiavi fell short in a bid to become Cape and Islands State Senator in 2016. He won the Republican primary election, but lost the general election to Julian Cyr (D-Truro).

Before arriving in Oak Bluffs, Whritenour served as the town administrator in Falmouth for nine years, and led Mashpee for nine years. He also has a master’s degree from the University of Maine in Public Administration.

Community Paradigm Associates Principal Bernard Lynch said the search committee was pleased with the quality of candidates.

“You had one of the strongest field of tier one candidates that we have seen as we have completed searches across the Commonwealth,” Lynch said.

Lynch said each of the three candidates stands alone as someone who could do the job in Bourne.

“Ultimately, it is going to be a fit as to what you are looking for as the chief elected officials in the Town of Bourne,” he told the board.

“I think you have a very good field of candidates and a tough choice ahead of you,” Lynch said.

The new administrator will replace Tom Guerino, who is leaving at the end of the month.

Guerino and selectmen issued a statement in the spring informing the public of the decision to end his employment at the expiration of his contract.

He has served as town administrator since 2005.
