Cape Light Compact Seeks Input on 3-year Energy Efficiency Plan

SOUTH YARMOUTH – The Cape Light Compact has issued its latest three-year energy efficiency plan for the region and will be gathering community input at two public information sessions this week.

The energy efficiency plan for 2019 through 2021 focuses on recent changes to the state’s Green Communities Act which call for moving homes off of oil and propane heating systems.

“The Compact’s Cape and Vineyard offering will be focusing on cold climate heat pumps, battery storage for those who participate in our Demand Response program, and solar,” said Maggie Downey, the Compact administrator.

The Compact’s governing board is focusing on customers who are really the hardest to serve and most often not able to participate in these types of programs.

Programs will focus on low-, medium-, moderate- and extended moderate-income households.

“We will have very, very rich incentives to try and move those customers that heat with electric resistance-based oil or propane on to these new technologies,” Downey said.

Through the program, solar panels will be provided at no- or low-cost and no-cost battery storage.

The public meetings are Tuesday, October 23 at 7 p.m. at the Mashpee Public Library and Thursday, October 25 at 4 p.m. at the Oak Bluffs Public Library.

The Compact will submit its plan to the state’s Department of Public Utilities by October 31. A DPU decision on approval will be made by January 31, 2019.

Downey said the programs are paid for by Cape and Islands residents and businesses.

“This will have a bill impact so you will be paying for these programs and it is really important that the funds that all of us as ratepayers pay stay and are re-invested in programs on the Cape and Vineyard that will benefit all of us,” Downey said. “It’s important to remember that we are paying for these programs and that you are entitled to participate in these programs.”
