SANDWICH – A wastewater consultant for the town of Sandwich has recommended a wasterwater treatment plan to Selectmen which would have a first phase price tag of $86 million.
Ed Leonard presented a Comprehensive Water Resource Management Plan to the board earlier this month and recommended the cheaper regional plan that builds treatment systems and trades nitrogen credits with neighboring towns.
The complete cost of the three phase plan is $132 million, which is considerably less than a go-it-alone plan which has a price tag over $200 million, according to Leonard.
The plan would cost average homeowners who already have a septic system, or “non-user” about 1,200 per year. Residents who would connect to a sewer system, or “user” would pay about $1,500.
“In comparison a non-user would increase $267 a year and a sewer user would increase $587 a year,” Leonard said. “Not small numbers, but not necessarily as scary as you might think from a $86 million price tag.”
Selectmen voted to allow the consultant to discuss the Comprehensive Water Resource Management Plan with officials from the state and Cape Cod Commission.
Nitrogen credit negotiations with the surrounding towns of Barnstable and Mashpee are also ongoing.
