Fishing Mogul Charged With Conspiracy Released on $1M Bond 

fishing boatWORCESTER, Mass. (AP) — The owner of one of the largest commercial fishing businesses in the northeast who’s accused of violating federal fishing regulations has been released on $1 million bond.

Sixty-four-year-old Carlos Rafael, of Dartmouth, is charged with submitting falsified records to the federal government and conspiracy. He was allowed to return home Wednesday under conditions.

Prosecutors say Rafael, who owns Carlos Seafood, Inc., in New Bedford, lied to federal authorities for years about the quantity and species of fish his boats caught to evade quotas. They say Rafael sold the fish to a New York City business for cash.

Prosecutors argued that Rafael is a flight risk, saying he owns two homes and a boat in Portugal. Rafael’s lawyer says his client isn’t a Portuguese citizen and doesn’t hold a Portuguese passport.
