BOSTON- A Mashpee woman was one of three people indicted in a scheme to fraudulently bill the state’s Medicaid Program (MassHealth) for personal care attendant services that were not provided.
23 year old Kariann Tomer of Mashpee has been charged along with 25 year old Kerry Quinn of Fall River and 31 year old Mark Ferriera of New Bedford. They face charges of Medicaid False Claims and 2 counts of Larceny, authorities say the three netted over $40,000 between march 2017 and May 2018.
All three will be arraigned in Bristol Superior Court on Monday, September 27th. The State Attorney General’s Office says that Quinn, who has MassHealth, has been recognized as eligible for the PCA Program, knowingly submitted false claims to MassHealth for services in excess of $40,000.
Personal Care Assistants are paid by MassHealth to help provide basic health services and assist disabled beneficiaries with daily living. Quinn allegedly named Ferriera, and later Tomer as her PCA at different points while using the program.
The AG’s office alleges that neither Tomer nor Ferreira provided PCA services and the timesheets Quinn submitted directly conflicted with the schedules of Tomer’s and Ferriera’s other full time jobs.
The AG’s office also contends that Quinn claimed PCA benefits while traveling outside of the country. According to authorities, Quinn allegedly informed MassHealth that Ferreria and Tomer lived at the same address as she did in order to have debit cards loaded with PCA services sent directly to her home.
Quinn then allegedly received the money intended for PCA services and kept most of the money received for herself in agreement with Tomer and Ferreira.
Officials say Quinn was captured on video along with her husband accessing the funds at ATM machines.
