MassDOT Unveils New Capital Improvement Plan at Hyannis Meeting

HYANNIS – Officials from MassDOT along with staff from the MBTA Capital Investment Plan were at the Hyannis Transportation Center Thursday night to update the public in regards to the fiscal year 2019–2023 multi-billion dollar ‘Draft Capital Investment Plan’ program.

The program is constructed to create long-term, multi-modal investments across the Commonwealth and covers all MassDOT highway and municipal projects, regional airports, rail and transit, including MBTA and Regional Transit Authorities as well as the Registry of Motor Vehicles.

“This is essentially an update from the original capital investment plan that we re-vamped back in 2017 to 2021. Last year was the first year of the update, this is another year.  So we are essentially just adding another year. A lot of the projects essentially stay the same, but we do have new projects coming in 2023,” said Bryan Pounds, State Transportation Improvement Coordinator for MassDOT.

On Cape Cod, Pounds said state funding is also being accounted for in an effort to improve transport efforts for local residents.

“We are heavily investing in bike and ped. We have $240 million in the program this year, we had $220 million last year, so an increase in $20 million is actually identified through federal aid highway projects, and we have another $60 million for projects that will be identified in the future,” said Pounds.

At the conclusion of the meeting, residents and elected officials were also able to voice their opinions and concerns to the panel, most of which had to do with improvements to the Cape Cod Rail Trail, better road safety on the Bourne Scenic Highway, and the possibility of placing a Mass RMV station in Hyannis.
