Plymouth Man Charged with Stealing Police Memorial Flags on Cape Cod

WEST BARNSTABLE – A Plymouth man is facing multiple charges after allegedly tearing down a police memorial flag from the Route 149 overpass in West Barnstable on Sunday.

Barnstable Police Officer Peter Ginnetty was on patrol when he spotted David Hickman, 60, of Plymouth on the overpass, allegedly taking down flags.

The fence at the overpass includes police memorial flags, American flags and flags honoring veterans.

Hickman initially told police he was helping the Massachusetts Department of Transportation by removing the flags.

During his arrest, he also led police to an area where he buried other flags he had allegedly stolen in the past.

Yarmouth Deputy Police Steven Xiarhos personally paid for several of the flags. His son, Nicholas, was killed in the line of duty while serving as U.S. Marine in Afghanistan.

Hickman, who describes himself as self-employed in the real estate industry, is charged with injury to real and personal property, larceny of property and injury to a memorial.

He pleaded not guilty Monday morning in Barnstable District Court and was released on personal recognizance. He’ll be back in court for a pre-trial on September 30.
