Re-Construction Project Proposed For Lower County Road in Harwich

HARWICH – Harwich selectmen are a weighing a proposal from the Department of Public Works for a re-construction project of Lower County Road.

At a recent meeting, officials presented the $3.5 million proposal. DPW Director Lincoln Hooper said portions of the road are in need of repair, and called for structural fixes, improved drainage, and an improved sidewalk:

“The road is, in sections, in deplorable condition,” Hooper said. “We have base problems, we have structural issues with it, we have some failing drainage and we have a continuous sidewalk the entire length of the road and not an ounce of it is [American with Disabilities Act] compliant.”

Hooper added that the sidewalk is the most heavily used in town.

The project would be eligible for state funding, but Hooper is advising against that since the road would have to be widened to meet state criteria.

“This would be replacing the existing roadway where it is, we are not widening the roadway or proposing any other work,” said Hooper.

Hooper recommended having the surveying and engineering work done by town officials, which he said would shave between $200,000 to $300,000 off the project’s cost.

Selectmen will consider the proposal.
