SANDWICH – The big ticket article before special town meeting voters Monday night in Sandwich is nearly $20 million for a new senior center and renovations for the library.
The new Center for Active Living would be located next to the new public safety complex on Quaker Meeting House road and would cost $16.5 million.
The $3.5 million for the library would renovate the Main Street building and bring it up to date with new technology, and relocate the children’s room and town archives.
Town officials also have a goal of funding the projects through a 2½ percent levy limit.
Town Manager Bud Dunham has proposed a $20 million bond for the projects, about $16 million for the senior center and 3 million for the library.
The bond would be repaid through sources other than taxes, including short-term rental tax funds, the sale of town properties and the annual payment in lieu of taxes from the canal power plant.
The article would only need to pass by two-thirds majority at special town meeting and not need to go to the ballot box.
The town seeks to use alternative revenue sources to fund the projects other than seeking a debt exclusion.
The 11-article warrant also includes a bylaw to prohibit the town from buying or selling single-use plastic bottles, selling the Forestdale fire station and almost $48,000 for the Cape Cod Disc Golf Club to construct a new disc golf course.
Special Town Meeting is at 7 p.m. at Sandwich High School.
