Yarmouth Finance Committee Recommends New Budget Process

YARMOUTH – With several big ticket capital projects on the horizon in Yarmouth, the town’s finance committee is recommending a new way of developing the next fiscal budget.

Wastewater and waterways projects, a DPW building and a possible new Cape Tech are expenditures facing the town.

“They all are going to require substantial borrowing, all of which will affect our tax rates,” said Joe Goldstein, the finance committee chairman.

The finance committee is suggesting a zero-based approach to the budget for departments which would start with essential expenses.

“You’re basically taking a clean white sheet or paper, putting down each department, building from the bottom up for only the most necessary services that this town requires,” Goldstein said.

He said the new approach does not indicate that that town has been overspending across the board.

“At the same time we have departments that are today larger than they were in 2008 and some departments that haven’t caught up to 2008,” Goldstein said.

The committee wants to be prepared for the next economic bubble to burst, like with the housing market in 2008.

“We certainly believe that being proactive would be far better than being reactive when a crisis occurs,” Goldstein said.

The committee believes the town needs to take a hard look at the payroll and expenses for every department.
