Yarmouth Selectmen Hold Hearing on Affordable Housing Project on Former Cavalier Site

YARMOUTH – Yarmouth Selectmen held a public hearing on the affordable housing project which is being proposed for the former Cavalier Motel site.

The plan calls for 69 affordable units in two two-story buildings along Route 28 and one three-story building.

Those units include 15 one-bedroom, 46 two-bedroom, and eight three-bedroom apartments, with several apartments rented to those making 30 percent of the average median income (AVI).

Rent would range from $846-$1,159 for those making 60 percent of the AVI and from $416-563 for those making 30 percent of the AVI.

The original Cavalier Motel was over 50 years old.

Most of the residents that appeared at the public hearing were opposed to the project, saying that it is not the proper location.

“The location is an overly dense complex and in my view, is inappropriate for the location,” said Yarmouth resident Jim Redge. “It’s a shame to lose such a prominent tourist-focused location on Route 28. If this project goes through, this location will become a non-tourist location forever.”

The Waltham developer, Dakota Partners, is behind the $22 million project, which also includes a playground on the 4.37 acres.

Dakota Partners was founded in 2006 and has a portfolio that includes more than 1,000 units.

The project has been whittled down after neighbors had complained, including reducing the number of units from 120 and removing a commercial building for retail.

Dakota Partners is asking for the town to pitch in $2.7 million for the project.

“Is there a risk at doing this with this project on 28, yeah there is, because we don’t know what the economic development is that’s coming down the road, but if we forever for that to happen, this project won’t happen and potentially the piece of property will remain abandoned,” said Selectman Chair James Quirk.

If the project is approved, the developer expects construction to begin in October 2017, finished around October 2018 and leased by occupants by spring 2019.
