Former Brewster Police Chief Named Emergency Response Liaison

BREWSTER – Former Brewster Police Chief and Emergency Management Director Richard “Dick” Koch has been named as Cape & Islands Emergency Liaison of the Major Crisis Relief Fund (MCRF).

As liaison, Koch will lead operations in response to both man-made and natural disasters while coordinating services with county and town agencies across the Cape.

“I’ve been asked to step into a role where I will be a liaison between the Major Crisis Relief Fund and the people on the ground – the police, fire, public safety officials and others in the event of a major crisis, which is defined in the fund in various capacities,” Koch explained.

“There’s often a bridge needed between the time where the government can help out by stepping in to provide resources and the locals are on the hook, so to speak, for the immediate response.”

The former President of the Cape & Islands Chiefs of Police Association, Koch has 30 years of experience in law enforcement.

He’s served as a patrol officer, lieutenant, detective, and Chief of Police, all for the Brewster Police Department.

The MCRF was established in 2016 by the Cape Cod Needy Fund to address long-term needs that common forms of disaster aid have not been able to meet.

“The idea of the fund would be primarily a fund that would be there long-term to help people recover from the event, but it would also provide some resources in the short-term in the event that some creativity is needed or some immediate funds are needed to assist in that response event,” said Koch.
