CENTERVILLEFrom Barnstable Police: While on assigned patrol duty in Centerville on December 19th, at about 7:00 pm Officer Dan Ruth narrowly avoided a collision with another vehicle at the intersection of Route 28 and Phinney’s Lane. While passing through the intersection, Ruth’s marked police cruiser was nearly struck by a black 2008 Nissan Sentra operated by 62-year-old Edward Flanagan of Centerville. Flanagan’s vehicle had entered the intersection, cutting off Ruth’s cruiser.

After effecting a motor vehicle stop for failing to yield the right-of-way, Officer Ruth had conversation with Flanagan who displayed numerous signs of intoxication. Based on Ruth’s roadside investigation, which included verbal field sobriety tests and physical observations, Ruth formed the opinion Flanagan was under the influence of an intoxicating beverage and placed him under arrest. Further investigation revealed Flanagan’s driver’s license to be revoked as a result of previous OUI convictions, and this most recent arrest was the seventh time (4 previous arrests in Florida and 2 in Massachusetts) Flanagan had been arrested for OUI. An inventory of Flanagan’s vehicle also uncovered two open containers of alcohol secreted under the driver’s seat.

Flanagan was transported to the Barnstable Police Station where he was booked on charges of Operating Under the Influence –Liquor 7th Offense, Operating with a Revoked License, Failure to Yield at an Intersection, Operating to Endanger, and Operating with an Open Container. He was held overnight at the Barnstable Police Station before being transported to Barnstable District Court for arraignment on Thursday.
